Naderev Madla Sano was appointed on February 15, 2010 and was sworn in as a Climate Change Commissioner on February 25, 2010. A graduate of the University of the Philippines in Diliman, he has undergraduate and graduate degrees in Philosophy and Community Development with focus on disaster management in relation to climate change. He also attended the College of Conservation Leadership in the Netherlands and the University College in Washington University. He has been working on climate change issues since 1997, serving as part of the NGO delegation to the United Nations Framework Convention on Climate Change. Previously, he managed projects on coastal resources and fisheries conservation, as well as environmental education, working for four years in advocating for sustainable marine tourism in Central Visayas, specifically Cebu and Bohol. He spent four years working with the local government of Lapu-Lapu City in establishing marine protected areas and setting up the city's coastal law enforcement unit. He also worked for the World Wildlife Fund (WWF-Philippines) as head of the Climate Change and Energy Program.
Mr. Reed Aeschliman
Deputy Mission Director, U.S. Agency for International Development (USAID) Philippines
Reed Aeschliman arrived in the Philippines on August 1, 2011 to work as Deputy Director of USAID/Philippines. Prior to this, Mr. Aeschliman served as Director for the Office of Infrastructure, Engineering and Energy for USAID/Afghanistan (2010-11). In addition he served as USAID’s Director, Office of General Development in Cambodia (2005-10) where he managed the design and implementation of a full range of Governing Justly and Democratically and Economic Growth/environment programs. Mr. Aeschliman began his career with USAID as a Private Enterprise Officer in Washington, DC in 2000. In 2001, he went to USAID/India as the Program Office Deputy Director, and in 2003, he started his first assignment with USAID/Afghanistan as the Economic Growth Office Director, a position he held until 2005. Prior to joining USAID, Mr. Aeschliman spent two years as a U.S. Peace Corps volunteer in Thailand, two years as Assistant Law Director and City Prosecutor for the City of Akron, Ohio.

He was the President of COP 13 / CMP 3 held in Bali, Indonesia in 2007. Prior, Prof. Witoelar served as Minister of the Environment (2004 – 2009), Indonesian ambassador to Russia (1993-1997), and was a member of the Indonesian Parliament (1971-1993). He received an Honorary Degree Professor in Environmental Management from Griffith University, Australia in 2008.

Endah Murniningtyas is a Deputy Minister for National Resources and Environment at BAPPENAS. She has worked at BAPPENAS for over 25 years in the area of natural resources, agricultural economics, and poverty and has been a frequent lecturer at Bogor Agricultural Institute. She is an active board member of Perhimpunan Ekonomi Pertanian Indonesia (Perhepi) and also a member of Long term Development Planning Study and Strategic Planning Team of BAPPENAS. She graduated with a BSc in Agricultural Economics and Social from Bogor Agricultural Institute in 1984, graduated MSc in Agricultural and Resource Economics from Oregon State University in 1989, and was awarded PhD from Colorado State University in 2000 for studies in Agricultural and Resource Economics. Mr. Rintaro Tamaki was appointed Deputy Secretary-General of the OECD on August 1, 2011. His portfolio includes the strategic direction of OECD policy on Environment, Development, Green Growth, Financial Affairs and Taxes. Mr. Tamaki is also currently acting Chief Economist and assumes the responsibility as the OECD Representative at the Deputies' Meetings of the G20. Prior to joining the OECD Mr. Tamaki, a Japanese national, was Vice-Minister of Finance for International Affairs at the Ministry of Finance, Government of Japan. During his prominent 35-year career at the Japanese Ministry of Finance, Mr. Tamaki has worked on various budget, taxation, international finance and development issues. He has published books and articles on international institutions, the international monetary system, development, debt and taxation.

He graduated with a BSc in Agricultural Science from Assam Agricultural University. Her thesis title is “Gender and caste relations in climate change adaptation: The case of Burgaon village, Humla district, Nepal”. She was a recipient of NORAD fellowship and UNDP Human Development Academic Fellowship. She has been engaged in research in South Asia and South East Asia related to climate change adaptation, livelihood diversification and gender and climate change. She has also participated and presented papers in various climate change workshops and conferences, and is actively involved in gender and climate change scholar networks. She has also published papers and book reviews in peer reviewed journals.

Pham Thanh Nam has experience across a range of REDD+ and Payment for Forest Environmental Services (PFES) related activities including: the establishment and implementation of the PFES policy in Lam Dong province and then successfully rolling out PFES across Viet Nam. He is responsible for developing Provincial REDD+ Action Plan and Curriculum Development for Climate Change in Mekong Universities. He also plays key role in planning and implementing UN-REDD’s activities in Lam Dong Province, especially Site level planning and implementation of Participatory Plans developed by local people to meet objectives of reduce deforestation and forest degradation.

Ha Thuy Hanh (Ph.D.) has over 24 years’ experience working on agriculture and rural development sector. She received a PhD degree in 1994 in Veterinary and Husbandry services. She often works in rural areas and support farmers in vocational training and technical services in agricultural products and land use. Projects chaired by Dr. Hanh recently include: Building model of disease prevention; Biosecurity for poultry production in commune level; Building model of poultry breed production for Vietnam’s Northern mountain border provinces. She acted as key expert of vocational training program for rural labours (300,000 people per year). Moreover, she is the Director of the project: “Enhancing Capacity for Low Emission Development Strategies: Greenhouse Gas Mitigating in the Rice and Livestock Sector in Vietnam”. Dr. Hanh is pleased to share her perspectives on how to change farmers’ behaviors in context of climate change and low emission development.

Sonya Dewi has been actively researching and working on the landscape level governance, including climate change mitigation issue, through inclusive land use planning processes. She also has been involved with the national level process of land-based climate change mitigation, including REDD+ and the Indonesian NAMA. The team that she leads has developed what-if scenario tools that have been used in Indonesia, Vietnam, Cameroon and Peru. Sonya’s current active research also includes drivers of land use changes and the leverage points and tree resilience to climate change. Mr. Ali Tauqeer Sheikh is the founding CEO of Leadership for Environment and Development (LEAD) Pakistan, a non-for-profit, non-partisan organization that specializes in sustainable development. He manages the largest network of professionals on sustainable development in the country, who undertake individual or collaborative practical initiatives to promote economically sound, environmentally responsible and socially equitable change. He also heads Climate Leaders Action Network. Mr. Sheikh is also Regional Director for CDKN Asia, a global alliance of six organizations: Pricewaterhouse, ODI, Intrack, Futurolatinamerico, South South North, LEAD International and LEAD Pakistan. In this capacity he leads efforts to assist developing country governments in the Asian region to mainstream climate compatible development in their policies and plans, strengthen their capacity to cope with climate induced disasters and extreme events, enhance their readiness to access international climate finance, and to meaningfully engage in international climate negotiations for an equitable and ambitious global agreement.

Pablo Benitez is Senior Economist with the World Bank, with more than 14 years of experience in climate change economics and policy. He leads the capacity building program on Low Emissions Development and Climate Finance of the World Bank Institute. He joined the Bank from Marbek Resource Consultants in Canada where he served as Chief Economist and advised government, utilities and private sector clients on energy and climate change mitigation strategies. Previously, he worked for the Ministry of Environment of British Columbia and contributed to its Climate Action Plan, which includes the first carbon tax established in North America. Pablo holds a PhD degree from Wageningen University, The Netherlands, and was one of the lead authors of the IPCC Fourth Assessment Report, work that received the Nobel Peace Prize in 2007.

Assistant Secretary Joyceline A. Goco is currently the Deputy Executive Director of the Climate Change Office, Climate Change Commission. She was formerly the Head of the Interagency Committee on Climate Change and the Clean Development Mechanisms Secretariat. Ms. Goco was instrumental in the establishment of the CDM Designate National Authority and the formulation of the National CDM Framework. She likewise coordinated the preparation of the 1st and 2nd National Communication on Climate Change. She has been presenting papers on climate change issues at the national and international conferences and fora and involve in the international climate change negotiation as member of the Philippine Delegation.

UKP4 supports the President of Indonesia to monitor and facilitate the delivery of national priority development programs. In 2011, by a presidential decree, T. Nirarta Samadhi was appointed as one of the members of the Indonesia REDD+ Task Force, and serves as Chair of Working Group on Forest Moratorium Monitoring where he facilitates the development of One Map. He is also the National Project Director of Low Emission Capacity Building Program, a global low emission development strategy initiative supported by the UNDP and EU. This program provides him with a rare opportunity to push a national agenda on One Data for Sustainable Development (2014) which practically facilitates the synchronization and harmonization of statistical data produced by sectors and sub-national government in Indonesia.
Dr. Hyo-sun Kim

Dr. Hyo-sun Kim joined the Korea Gas Corporation in 1996 as a senior economist and carried out her mission in the UNDP based in New York. Her main task for the UNDP was policy development pursing sustainable development for the least developed countries. In addition, with her excitement and enthusiasm, she coordinated fund raising for her program, the Revolving Fund for Non-Renewable Resources under Energy and Environment Division.
Since she returned to the Korea Gas, she has focused on climate change and carbon trading issues. Her recent publication is “Testing Time-Varying Long-Run Income Elasticity of CO2 Emission”, which supports the justification on technology transfer and capacity building for the developing parties. She is a Chief Director of Public Relations of the Korean Environmental Economics Association and a coordinator of the Korean Climate-Energy Financing Forum.

Dr. Probal Pratap Ghosh is a Phd from Mumbai University. He has earlier worked as Economic Consultant at the Perspective Plan Division of the Planning Commission of India, Government of India. Thereafter he has been working at IRADe where his work has been primarily on economy wide modeling. He is currently heading the modeling group at IRADe. He has the experience of working in several projects for ministries in the Government of India providing them economy wide model based policy suggestions. His area of research interest is energy policies, energy security, climate mitigation policies, low carbon pathways and their macro economic consequences. His past research works has been on macro economic forecasting, energy demand and supply forecasts using statistical as well as optimization techniques and macro impacts of energy sector policies.

She also served as the Roxas Municipal Coordinator on Social Services from 2001 to 2009. Mayor Sabando is a strong advocate of environmental conservation and renewable energy in the Philippines.

ICED provides advisory services to national and local government, project developers, banks and financial institutions, and PLN (the national utility). Ami, her nick name, has a wide range of involvement in the energy sector in Indonesia. She led the Indonesian Institute for Energy Economics (IIEE, a not-for-profit research institution focusing in energy policy and implementations) since 2003 and currently chairs the IIEE Executive Board. During 2006-2009 she was an energy expert for the Board of Commissaries of PT PLN (Persero), the state-owned electricity utility company. She was a member of the Oil and Gas Production Improvement Monitoring Team in 2009, which directly report to the Minister of Energy and Mineral Resources. She holds both PhD and MA in Economics from the University of Hawaii at Manoa, and Bachelor in Mathematics from the Bandung Institute of Technology in Indonesia.

Mark Hayton has over 25 years experience working in development cooperation projects, the majority of which has been spent working with mini hydropower support and development in Indonesia. He is currently the Managing Director of PT. Entec Indonesia, a small consulting and engineering company he co-founded in 2004 working exclusively in the MHP sector.
Between 2009 – 2012 he was team leader of the Technical Support Unit (TSU) project that provided technical assistance in the planning, design and construction of 150 community based micro hydropower projects throughout 8 provinces of Indonesia. Between 2006 - 2009, he was team leader for the Indonesian Energizing Development (EnDev) project financed under a joint Dutch – German agreement. From 2000 to 2006 he was team leader of the GTZ Mini Hydro Power Project (MHPP) where he oversaw the development and expansion of the project’s involvement in the Indonesian MHP sector. In addition to his position as MHPP team leader, he also worked as a short-term consultant for a MHP technology transfer initiatives in Ladakh, Northern India and for the National Solidarity Programme (NSP), Afghanistan where he was an advisor to the technical unit responsible for MHP policy, planning and implementation. In 1996, he joined ENTEC AG as a project manager and between 1996 – 1999 worked on a number of short-term assignments in the MHP sector, mostly in Sri Lanka and Indonesia.

Rusmadi began his career as a Lecturer at Mulawarman University-East Kalimantan-Indonesia. His Intelligent, hardworking, discipline and open mind in nature makes him believed by the East Kalimantan Provincial Government to lead the Regional Development Planning Agency / BAPPEDA - a key institution in the field of planning and coordination in the province of East Kalimantan from 2009 to 2012 and now he is acting Regional Secretary of East Kalimantan Province. Dr. Doddy S. Sukadri is a forest policy analyst, holding a PhD in Forestry from Colorado State University, Fort Collins, USA. He did his master program at University of Arizona, Tucson, USA, majoring in forest-watershed management. His BS,also in Forestry, was obtained from Bogor Agricultural University (IPB), Indonesia. Before joining NCCC, he worked for the Ministry of Forestry of Indonesia for more than 25 years, and during his tenure, he posted in various divisions, ranging from forest planning, reforestation and land rehabilitation, foreign cooperation, and forest policy research and development. He is experienced in working with international organizations, including CIFOR and the World Bank. Prior to his engagement with NCCC, he was seconded to the World Bank office in Jakarta, in charge of developing Indonesia wood-based Industry and other policy-related matters.
Orestes Anastasia
Co-Chair of the Asia LEDS Partnership and Senior Regional Climate Change Advisor, USAID Regional Development Mission for Asia
Orestes Anastasia is the Senior Regional Climate Change Advisor at USAID’s Regional Development Mission for Asia (USAID/RDMA), in Bangkok, Thailand, where he leads the Mission’s Climate Change Mitigation portfolio and serves as a regional advisor on low emission development strategies (LEDS) to USAID offices across Asia. Mr. Anastasia also currently serves as one of two Co-Chairs of the Asia LEDS Partnership, a regional network established in 2012 to promote peer-learning, knowledge sharing, and improved coordination and cooperation to promote low emission development across Asia. While at USAID in Asia, Mr. Anastasia has overseen regional programs dedicated to promoting dissemination and development of low carbon development strategic planning tools and practices, greenhouse gas inventories, corporate carbon accounting, carbon market development, energy efficient lighting, cleaner coal, and climate financing, including the startup of the Private Financing Advisory Network in Asia which mobilized $276 million in clean energy investments in six countries.

Ron Benioff serves as Director of the Green Growth Best Practices Initiative working on assignment with the Global Green Growth Institute. Ron also serves as Director of the LEDS Global Partnership and the Clean Energy Solutions Center, along with other multilateral programs for the U.S. National Renewable Energy Laboratory (NREL). Ron has managed international and environmental programs at NREL since 1997. Prior to joining the lab, he worked at the U.S. Environmental Protection Agency for 11 years on climate change and waste management issues. With over 22 years of relevant experience in environmental management, Dr. Vijaya Lakshmi has been responsible for strengthening DA’s capability in designing solutions for the blue and brown issues of the environment i.e., air, water and land pollution due to industrialization and urbanization and the related socio-economic implications on people and ecosystems.She is a recipient of the Ministry of Science and Technology’s National Award for Women’s Development through Application of Science and Technology for the year 2007 from the President of India.

Mr. Gil-Hong Kim is the Director for the Sustainable Infrastructure Division of the Regional and Sustainable Development Department. His portfolio of initiatives includes clean energy and energy efficiency, sustainable transport, water supply and sanitation, urban development, and public-private partnerships. He has 25 years of experience in development economics, regional economic cooperation, country economic analysis, country operational strategy and programming, and infrastructure planning and development.
Mr. Kim has been working for the Asian Development Bank (ADB) since 1996. As Country Economist and Country Team Leader, he has worked for country strategy and programming for Laos PDR, Vietnam and the Greater Mekong Subregion programmes for about eight years in the Southeast Asia Department. In the Strategy and Policy Department, he has led initiatives for mainstreaming Managing for Development Results in ADB operations for about three years.

Mr. Ali Tauqeer Sheikh is the founding CEO & National Program Director of Leadership for Environment and Development (LEAD) Pakistan, a non-for-profit, non-partisan organization that specializes in sustainable development. He manages the largest network of professionals on sustainable development in the country, who undertake individual or collaborative practical initiatives to promote economically sound, environmentally responsible and socially equitable change. Mr. Sheikh is also the Asia Director for CDKN, a global alliance of five organizations: Pricewaterhouse, ODI, Intrack, Futurolatinamerico, South South North, and LEAD. Most recently, she has been a technical advisor for the Low Emission Capacity Building Programme, which is working with 25 countries to develop LEDS and NAMAs, as well as the underlying MRV and greenhouse gas inventory systems. Prior to UNDP, Rebecca worked in the Environment Division at the Organisation for Economic Cooperation & Development. She holds an MBA from Australia’s top business school.

Yong Sung Kim works as a Senior Infrastructure Specialist at GGGI and joined the organization in early 2013. Before joining GGGI, Dr. Kim worked as an infrastructure specialist at Korea Eximbank in charge of project development, specifically supervising economic/financial feasibility study of large-scale infrastructure projects in the water resources, transportation and energy sectors. He also worked at the International Federation of Red Cross and Red Crescent Societies where he conducted research on the combined impacts of climate change and land subsidence in Jakarta. Dr. Kim grew up in Indonesia and holds a Ph.D degree in Civil/Environmental Engineering from Seoul National University.

Mr. Thinley Namgyel is Chief of Climate Change Division of the National Environment Commission Secretariat, Royal Government of Bhutan. Part of his duties include developing national programs and strategies to address climate change adaptation and mitigation in Bhutan, and also coordinating climate change activities among all relevant stakeholders in Bhutan. He is currently Project Director of Bhutan’s Low Emission Capacity Building Project supported through UNDP/EU’s Low Emission Capacity Building Programme. Mr. Namgyel is also a member of the UNFCCC’s LDC Expert Group (LEG) and also the current chair of the Technical Advisory Panel of the Bhutan Trust Fund for Environmental Conservation.

Sang Dae Choi is Senior Economist of the Transport, Water, and Information & Communication Technology (TWI) of the World Bank. He is working on developing strategies of green growth and disseminating country cases with good practice. Before joining the World Bank, serving at the Ministry of Strategy and Finance in South Korea for over 20 years, he formulated and implemented fiscal policies at the national level. Most recently, formulating and coordinating national budget as Director Chief, he served to validate and secure Korea’s green growth budget among all competing priorities. From 2005 to 2007, he also worked as Sr. Public Sector Specialist at the PREM of the World Bank focusing on public expenditure management. Mr. Choi, a South Korean national, was born in Seoul in 1965. He holds a Master of Public Policy from the University of Maryland.

Ms. Khlok Vichet Ratha received her Master’s degree in Education from Nagoya University, Japan, and has continued her studies in a doctoral program. Having 16 years work experiences in the field of education, she had worked as a high school teacher, university lecturer and researcher. She joined the Ministry of Environment, Climate Change Department in early 2010 as a technical officer, Vice Chief of Vulnerability Assessment and Adaptation Office, Vice Chief of Education and Outreach Office, and is the Head of Greenhouse Gas Inventory and Mitigation Office. She has been involved in climate change related activities since 2010 and has also served as Team Leader, Climate Change Knowledge and Learning, Cambodia Climate Change Alliance (CCCA).
Mr.Syed Ahmad Syed Mustafa

He carries with him two decades of experience in the banking industry in the financing of infrastructure development and technology projects. During his tenure in the banking sector he was actively involved in the government’s green initiatives participating in special committees such as the National Steering Committee of the Biomass Power Generation and Co-generation (BIOGEN) project and the Project Review Committee of the Malaysian Building Integrated Photovoltaic Technology Application (BIPV) project. Currently, he is the Vice President/Head of the Smart Partnership Group, Malaysian Green Technology Corporation overseeing and directing strategic collaboration and business development initiatives to drive significant contribution to the success of the organisation’s move to catalyse green technology as the engine for the country’s sustainable economic growth. He is also managed the RM3.5 billion Green Technology Financing Scheme since July 2011, a government initiative to facilitate the growth of green technology investments.

Ms. Barsha Shrestha manages product development and implementation, with a particular focus on promoting gender equality and sustainable banking. Under her guidance, CEDB has been promoting Sustainable Energy Financing (SEF) product, first of its kind in Nepal, with support from IFC, Woman and Young Entrepreneurship Loan, and several other banking products to promote the local and sustainable businesses in Nepal. Moreover, CEDB has been playing a pivotal role in promoting entrepreneurship and clean energy financing at the rural level through its branches and its subsidiary – Clean Village Microfinance which focuses on promoting sustainable tourism, business and renewal energy in hilly and mountainous regions of Nepal.

Pablo Benitez is Senior Economist with the World Bank, with more than 14 years of experience in climate change economics and policy. He leads the capacity building program on Low Emissions Development and Climate Finance of the World Bank Institute. He joined the Bank from Marbek Resource Consultants in Canada where he served as Chief Economist and advised government, utilities and private sector clients on energy and climate change mitigation strategies. Previously, he worked for the Ministry of Environment of British Columbia and contributed to its Climate Action Plan, which includes the first carbon tax established in North America. Pablo holds a PhD degree from Wageningen University, The Netherlands, and was one of the lead authors of the IPCC Fourth Assessment Report, work that received the Nobel Peace Prize in 2007.

His areas of expertise include greenhouse gas inventories and mitigation strategies; climate change impacts and adaptation; integrating climate programs with other planning and resource management frameworks; and risk assessment and management. Mr. Freed started his environmental consulting career in 1974, and he has been working on climate change issues since 1993.

Rachmat Witoelar serves as Indonesian President's Special Envoy for Climate Change and Chief Executive of the National Council on Climate Change Indonesia. He was the President of COP 13 / CMP 3 held in Bali, Indonesia in 2007. Prior, Prof. Witoelar served as Minister of the Environment (2004 – 2009), Indonesian ambassador to Russia (1993-1997), and was a member of the Indonesian Parliament (1971-1993). He received an Honorary Degree Professor in Environmental Management from Griffith University, Australia in 2008.

Dr. Dang Thi Thu Hoai is Deputy Director of Public Service Policies of Central Institute for Economic Management (CIEM) of Vietnam. She has 15 years of experiences in doing researches at CIEM. Her research areas focus on equitable growth, green growth, sustainable development and impact measuring. She has been carrying out several research projects on evaluating the social and economic impacts of energy efficiency and other green growth policies as well as constructing the data baseline for green growth monitoring in Vietnam. Her special interest is in environmental social accounting matrix construction and using it in the computable general equilibrium model. She completed her PhD in Economics from Glasgow University (United Kingdom).
Dr.Christopher Doll
Research Fellow, United Nations University Institute of Advanced Studies
Christopher Doll is a research fellow at the United Nations University Institute of Advanced Studies. He has a broad range of research interests with a focus on urban areas and geospatial technologies. His early research work focused on the application of night-time light satellite imagery and other spatially explicit datasets to many aspects of sustainable development. His current work explores how cities can shift development patterns to generate co-benefits at the local and global level. This shift can take place across many different sectors including transport, energy, waste and biodiversity. In order to facilitate understanding of the impacts and synergies of different policies, he has been working to develop a number of tools which consider both the quantitative and qualitative aspects of co-benefits of urban development across these sectors.

So Won Yoon received her MA in Environmental Planning from the Seoul National University in South Korea. She finished her PhD at the Sangmyung University in Korea. So Won currently works as senior researcher in the GHG Mitigation Research Team of the Greenhouse Gas Inventory & Research center of Korea (GIR), where she researches national mitigation potential analysis, GHG projection modeling and operation of GHG target management system.
